Mobilization

To continue to build on Itorero, or national heritage from the grassroots level;

To continue to mobilize citizens against the vices such as corruption and impunity while ensuring unity of all

Rwandans and to understand their basic human rights.

To continue to reinforce the policy of power-sharing without any discrimination.
Youth Development
To continue to train the youth with virtues of patriotism.

To support cooperatives and to follow up their activities.

To build support for the youth and transform them into a formidable workforce.

To establish programs that benefit the youth in acquiring vocational training tools of work, like hydrofoam;
Women Empowerment

To follow up on the policy of equality of man and woman in the national development plan .

To continue to mobilize girls to study sciences and technology-based subjects and other various disciplines.

To continue to mobilize women to form cooperatives, and seek loans from institutions that offer these services

and to bring together their activities and to jointly market their products.
Development of Non-Government Organisations

The Rwanda Economic and Social Council was set up to facilitate collaboration and partnership to the national level
