To build a nation that is based on respect of human rights for everyone living in Rwanda. To ensure that its goals and mandate are realized and fulfilled, the Ministry set a number of strategic priorities as benchmarks and guidelines for performance. These include:
- Ensure universal access to quality justice.
- Genocide ideology eradicated and culture of rule of law strengthened.
- Transparency and accountability promoted.
- Mediation, unity & reconciliation mechanisms of conflict resolution reinforced.
- Safety, law and order maintained and enhanced.
Youth Development
To continue to train the youth with virtues of patriotism.

To support cooperatives and to follow up their activities.

To build support for the youth and transform them into a formidable workforce.

To establish programs that benefit the youth in acquiring vocational training tools of work, like hydroform;
Women Empowerment

To follow up on the policy of equality of man and woman in the national development plan .

To continue to mobilize girls to study sciences and technology-based subjects and other various disciplines.

To continue to mobilize women to form cooperatives, and seek loans from institutions that offer these services and to
bring together their activities and to jointly market their products.
